A3 (900% frost atk -> 270% frost atk) is a huge "adjustment". You are most definitely better off getting more advancements on the 4 PC. In fact, assuming OP is going frost comp as their main and they are not a leviathan, just getting 4 PC 0* saki and save the rest for higher advancement on alyss as their main end-game DPS would be a good choice.
