For me, Lusat's superiority is a very situational. With Azur's crown, Comet Azur, and the unlimited FP for 10 second flask, it's better. Outside of that, not enough damage for the FP cost added to spells. I would take Carian Regal Staff 99% of the time. Lusat's is only useful for boss cheese, and even then, Carian Regal Staff does just fine.
